If you are truly interested, spend the money you don't have... a girl I work with is dropping $40,000 next year to go to culinary school because doing so will make her happy, even if she is in debt forever.

I'm sort of cynical about the whole thing (but what else is new, right). Employers are only going to care that you have a degree if it's from a prestigious art academy, which Indianapolis isn't. So if you are doing it to make yourself more marketable i'd save your money. If you're doing it just because you want to and think it might be interesting though- then you have to ask yourself if it's $3,000 interesting. If so- then go for it. If not then, once again, save your money.

My goal here is to actually learn something, believe it or not. Having a certification is nice because it's official, but for me it's secondary.
So I'm not sure that I'd see thirteen thousand dollars worth of value, considering I can go to the libaray and check out a book for free. But can one learn to have an artists eye from reading a book?

An idea might be to take a class at Herron at IUPUI. They have a pretty good art school from what I understand, and that way you could pay a few hundred dollars in tuition to take a class to see if you're *really* interested in it, or if it's just a flight of fancy.
Then again, I've always leaned more towards penny pinching then "going for broke" so to speak, hence why I quit school in the first place. I didn't have a specific major I *had* to pursue so I stopped so I wouldn't be wasting money.
I'm way more cautious with money than I probably should be, who knows. If you really are interested and feel like it's something you NEED to do, then I think you already have your answer.
